Steelton Police Officer Admits Raping Breastfeeding Ex, Police Say

An affidavit has revealed that a Steelton police officer admitted in a recording to raping his breastfeeding ex-girlfriend, Pennsylvania State Police say in court documents obtained by Daily Voice.

Justin Clair Hain, 38, of Lykens is accused of raping a 25-year-old Lykens woman around 4 p.m. on Wednesday, Jan. 10, troopers detailed in a release. 

Following the incident state police were called to the woman's home where they interviewed her. 

She explained that she had just showered and laid on the living room couch to breastfeed her infant daughter whom she shares with her ex-boyfriend Hain, according to the affidavit of probable cause. Hain still lives with her and walked in the room with a "weird grin," as stated in the release. 

While she was still breastfeeding their daughter he allegedly pinned her to the couch and began vaginally and anally raping her as she yelled "stop" and "no," as detailed in the court documents. 

After the interview with the trooper, the woman followed him to Harrisburg Hospital for a rape kit. 

The trooper contacted the district attorney's office and the Dauphin County Criminal Investigation Division. They later met with the woman and she agreed to have a recorded call with Hain. 

During the call he "I didn't intentionally rape you" and "it's probably one of my deplorables, one of my things," as stated in the affidavit. He also acknowledged that his infant daughter was sitting on the couch next to them during the assault, PSP noted. 

According to the Steelton PD website, Hain is an officer who has been a part of the force in the borough since Nov. 20, 2023. He has been suspended, according to the county. 

Hain was charged with the following court records show:

  • Felony involuntary deviate sexual intercourse by forcible compulsion.
  • Felony rape by forcible compulsion. 
  • Felony sexual assault (two counts). 
  • Misdemeanor indecent assault by forcible compulsion. 
  • Misdemeanor indecent assault without the consent of another. 

He was arraigned before Magisterial District Judge Rebecca Jo Margerum at 10:45 a.m. on Thursday, Jan. 11, according to his court docket. His bail was set at $50,000 in cash which he failed to post so he remains in the Dauphin County Prison. 

His preliminary hearing has been set before Judge Margerum at 12:45 p.m. on Jan. 17, his docket details.
